Airbrush gives the most fantastic results with just water-based guache/watercolor, but there's a learning curve, so if there's a time crunch, you may want to hold off on that. You can usually pick up a used airbrush/compressor for under $100 from a just-graduated art student. check around the schools. For frisket you can just use masking tape. You have to plan out your work pretty well, though.
